This is a great question.
The objective is to slow crypto down, which is all they can really do, knowing fully well that they can’t stop it.
It is also not favourable for gov to allow an alternative financial system to thrive, creating a viable options for those wanting to flee the traditional system as it fails miserably.
They must slow it down and slow it down they have
They must make it look riskier and riskier to potential defectors and they have succeeded in doing so, so far.
This is all they can do and we are right on track .
