I would have said Zksync but Arbitrum has been better and cheaper to use.
Aptos is unique in its own way and can’t be compared.

ZkSync and Arbitrum are Layer 2 on Ethereum, so its not relevant to put in the same list as Aptos, Sui and Sei.

But if you ask the which one is the best from the last 3, I say definetly Aptos.
